The report documents the deaths of 145 civilians in March, including 28 children and 16 women. This figure is broken down according to the perpetrators in each case, with 36 civilians, including five children and three women, killed at the hands of Assad Regime militias, while 19 civilians, including two children and seven women, were killed at the hands of Russian forces. The report also documents in March the deaths of two civilians at the hands of Hay’at Tahrir al Sham, and 12 civilians, including two children, were killed at the hands of Syrian Democratic Forces (SDF). The report also documents 76 civilians, including 19 children and six women, killed at the hands of other parties.
The report records that among the victims were two medical personnel, one of whom was killed by Hay’at Tahrir al Sham, and one killed by gunshots of unknown persons.
According to the report, the SNHR’s working team documented in March at least 14 persons died due to torture, 12 of whom were killed at the hands of Assad Regime militias, and two at the hands of other parties.
The report also documents five massacres in March, one of which was committed by Assad Regime militias, two by Russian forces, one at the hands of SDF, and one as a result of a bombing, with the report being unable to identify the perpetrators.
The report stresses that the Assad regime has violated international humanitarian law and customary law, and all UN Security Council resolutions, particularly resolution 2139, resolution 2042, and resolution 2254, all without any accountability.
The report calls on the Security Council to take additional steps following its adoption of Resolution 2254, and stresses the importance of referring the Syrian case to the International Criminal Court, adding that all those who are responsible should be held accountable including the Russian regime whose involvement in war crimes has been repeatedly proven.
