Residents of Homs’ al-Waer await displacement in a new deal
Representatives for the population of the besieged neighborhood of al-Waer in Homs reached late on Saturday a deal with Assad regime, to stop the latter’s vicious bombardment and shelling campaign on the neighborhood which has been ongoing for weeks.

According to the deal, those of opposition fighters and their families who choose not to accept living under Assad regime’s control, will be forcibly displaced and head to Idlib in northern Syria.

The deal will be sealed and signed on Sunday, according to Homs Media Center. The civil body in the al-Waer will prepare lists of the names of those who choose leaving to Idlib, before the lists are submitted and approved.

“Until now, there is no official signature which provides for any person from al-Waer to leave. We can say that the deal was agreed on verbally. Displacement will be for those who choose, and the destination will possibly be Homs northern countryside, Idlib countryside or Jarablus,” Osama Abu Zeid, head of Homs Media Center said.

"Those who choose to stay in al-Waer will have to accept settlement and Assad regime might take any procedures against them including detention or draft to compulsory military service,” he added.

The guarantor for the deal was the Russian side who is trying to impose its influence and presence on the ground. However, there were no guarantees given to al-Waer residents by the Russians or Assad regime, Abu Zeid also said.

The following step is that Assad regime will open the crossing points to and fro the neighborhood and lift its blockade on the residents inside.

The negotiating committee of al-Waer neighborhood convened a meeting on Saturday (March 11) with Assad regime and Russian delegates to resolve a number of disputes and reach a final agreement.

Assad regime aims at displacing all the fighters of al-Waer neighborhood – along with their families – towards northern Syria to reoccupy the district, which is considered to be the last stronghold of the opposition in the city of Homs.
