In its seventh report to monitor breaches of the ceasefire agreement declared late December, the Syrian Network for Human Rights (SNHR) has documented 100 casualties most of them killed by the Assad regime and its ally, Russia.
The casualties included 95 civilians, of them 24 are children, 14 are women, in addition to a fetus. Five opposition fighters were also killed since the agreement went into effect on 30 December, 2016.
The report documented 277 breaches by the Assad regime. 257 of the breaches were in combat operations (103 in Hama, 44 in Aleppo, 40 in Idlib, 30 in Homs, 21 in Damascus suburbs, and 19 in Daraa), while the other 20 were arrest operations across the country. The Russian forces committed 34 breaches in Hama, Aleppo, and Idlib.
The breaches were reported by Assad regime in opposition-controlled areas. However, the report doesn’t include any combat operations in ISIS-held areas.
After these blatant violations committed by the Assad regime, allied sectarian militias and Russians, opposition factions, parties to the Ankara agreement, released a statement on Monday January 2, 2017 in which they announced suspending any talks regarding the ceasefire.
The report suggests that the Russian regime, being a primary guarantor of the agreement, must exert pressure on the Assad and the Iranian regimes to compel them to strictly commit to the agreement.
The report concluded by highlighting that Russians must end their violations and cease bombing Syrian civilians, for such acts will only undermine the credibility of any future Russian efforts.
