Our secret in their pocket
It seems certain that the secrets and details of the terms of the US-Russian agreement on Syria are sandwiched between the United States and Russia. Even major European countries who are vital actors in the Syrian war were excluded from knowing the details. The same applies to the United Nations, its Secretary-General and Staffan de Mistura – who is supposed to be the UN “godfather” of the Syrian crisis. Of course, all of this applies to the Syrian opposition as well, which does not know anything but a summary of the agreement presented by a US envoy.

The French Foreign Minister Jean-Marc Ayrault demanded the publishing of the terms of the agreement, saying that Washington should keep its allies informed about the text of the agreement with the Russians. In addition, it became clear that Germany and its Chancellor, and the UK and its Prime Minister – including their diplomatic and military institutions – do not have the slightest information on the articles of the agreement, and Russia and the US did not share with them their secrets concerning the fate of Syria.

The Syrian opposition, which is represented by the High Negotiations Committee (HNC) and is supposed to be one of the first (or second) parties of the agreement, assuming that the regime is the other party, is far from knowing the articles of the agreement since it had not received a copy of it. The opposition announced its welcoming of the agreement in a very conservative manner without knowing its contents as its officials expressed their “concern” because they do not know its details.

The Russians and the Americans wanted the terms of the agreement to remain confidential, even from their Europeans allies, without providing legitimate justification for their action. According to the Russian Foreign Minister Sergei Lavrov, the United States was the party that rejected the announcement of the terms of the agreement, and asked to withhold its information, while Moscow, the "gentle, sincere and transparent" proposed to make it fully accessible to the public. 

The agreement’s adoption as a resolution in the UN Security Council and Washington’s prevention of its publishing to the public, are lies which the Syrians are already used to coming from the Russians, just like the Syrians are used to the Americans’ indifference.

The specified agreement – which the US and Russian foreign ministers settled on September 9, consisting of five documents – contains agreements aimed at what they desire to describe as “hostilities” instead of truce, as a prelude for the intensification of the war on “terror”; the US considers ISIS and Fatth al-Sham to be terrorist organizations while Russia considers all the Syrian people, except for the pro-regime groups, to be terrorists.

The tip of the iceberg of the agreement refers to the agreement made on the demilitarization of the area surrounding Castello Road in Aleppo, over which the opposition forces and the regime have been battling each other for control, the suggestion of the establishment of a US-Russian Joint Implementation Center (JIC) in Syria for exchanging information and calls to stop the regime’s indiscriminate shelling, barrel-bombing and flyovers in the agreed area (which is an unspecified area that does not include all of Syria) and the emphasis on targeting the opposition which does not distance itself from the two previously mentioned terrorist organizations.

The text of the agreement did not mention other terrorist organizations which  are pro-Assad regime, like Hezbollah, Liwa Fatemiyoun, Zanobiyon, IRGC, Quds Force, Abou el-Fadl and the Pakistanis, Chechens, Afghans, Yemenis, Iraqis and many others. It is almost certain, according to Russian statements and US leaks, that these organizations are not mentioned even in the secret texts, which means legitimizing their work and giving them a clean slate. 

The text of the agreement did not mention the fate of Assad, nor the transition process, because it is – according to the Russians – a purely Syrian issue! Senior regime figures will not be held accountable for their crimes in Syria. The text also did not mention a clear mechanism to prevent Assad and his allies from continuing their war and killing people, nor was there a mention of a mechanism to punish the regime if it breaches the truce and returns to dropping its barrel bombs on innocent civilians. And almost certainly, according to Russian statements and US leaks, all this is not mentioned even in the secret text of the agreement.

This secrecy raises suspicion and anger, for this agreement – which appears to be ominous, until proven differently – is a matter that concerns every Syrian, young and old, Christian and Muslim, Sunni and Alawite, Druze and Ismaili, all the Syrian spectrum. It will theoretically determine their fate, the fate of 25 million Syrians who are more important than a hundred thousand times all the interests of the Russian bear and the interests of the US bear and all their goals and plans. It confirms, for the tenth time perhaps, the truth of what Assad once said, that there is a conspiracy, but on the people and not on him or his regime.

No Syrian will agree to this secrecy, and even if the UN issues a resolution on this agreement, it will not gain legitimacy from the Syrians and the solution that will arise from it will not convince the Syrians, because they were not included in its construction to be included in its ending. They will not agree, in the short or long term, to have anything imposed on them.

It is the right of those whose country was destroyed, who have had more than half a million of its youth and people killed, and more than half of its population displaced to know what is going on concerning their present and future. Those who rose against the tyranny of the regime will not accept the tyranny of the foreigner. Those who refused the discrimination of the regime will not accept the discrimination of the Tsar and Uncle Sam. It is the right of the revolutionaries to know all the details of this agreement and state their opinion on it, and they should not be blamed if they rejected it and insisted on continuing with their revolution, not only against the regime, but against Russian-US colonialism as well.
