ISIS has moved to reassert its battered authority, appointing the ex-commander of the special forces in the interior ministry of Tajikistan as its military leader to be a successor of the top commander, Abo Omar al-Shishani, who was killed in July in Iraq by a US-led coalition’s airstrike. Gollmorad Helimoof ’s succession was announced by ISIS-affiliated websites.
